New Report Highlights Strategies for Strengthening Public Sector Employment in the Sacramento Region
The Greater Sacramento (North) Center of Excellence (COE), in partnership with the Institute for Local Government (ILG), has released a new report, “Bridging the Gap: Strategies for Public Sector Employment in the Sacramento Region.” This report examines critical workforce trends, hiring challenges, and opportunities for strengthening Sacramento’s public sector workforce.
The public sector is a cornerstone of Sacramento’s economy, accounting for more than 250,000 jobs in 2022—23.3% of the region’s total employment. While public sector job growth has historically trailed behind the private sector, projections indicate a shift, with an anticipated 25,000 new public sector jobs by 2027, outpacing private sector growth.
Key findings from the report include:
- While state and federal government jobs have rebounded, local government employment remains below pre-pandemic levels, with 2,300 fewer jobs than before COVID-19.
- Critical public sector roles in IT, finance, planning, and public safety are becoming increasingly difficult to fill due to retirement waves, wage competition with the private sector, and outdated hiring processes.
- The public sector workforce in Sacramento is older, more diverse, and has a higher proportion of women compared to private sector employment. However, a large portion of employees are nearing retirement age, highlighting the urgency for succession planning and targeted recruitment efforts.
- Growing demand for civil engineers, operations research analysts, and law enforcement officers presents both challenges and opportunities. Apprenticeship programs, skills development, and career pathways will be critical in addressing labor shortages and preparing workers for in-demand roles.
